Details for 2021 Population Census Poster Design Competition for Primary School Students
Objectives
To raise public awareness of the 2021 Population Census and to encourage the use of online questionnaires.
Advantages of using Online Questionnaire
Time saving and convenient – Users can complete online questionnaires, using any device that supports web browsing, at anytime, anywhere, with no worries about waiting for an interview visit from our Census Officers.
Simple and easy – Online questionnaire can be registered by simply scanning the QR code on the notification letter (for “Long Form”) or the paper questionnaire (for “Short Form”), and is also featured with automatic question skip logic, displaying relevant questions promptly according to the answers provided by online questionnaire users. A progress bar is also shown on each page for users to quickly observe the progress of online questionnaire completion and easily navigate among different sections of the questionnaire.
Secure – Online questionnaire users must enter passwords to login to complete online questionnaires. To strengthen privacy protection, online questionnaire users can also apply for online questionnaires “Separate Accounts” for their household members. All information provided will be encrypted during transmission to ensure data confidentiality.
Improve data quality – Online questionnaire is programmed with automatic data audit logic to ensure the answers provided are complete and consistent, improving the data quality.
Divisions
Junior Primary Division P1 to P3*
Senior Primary Division P4 to P6*
*or students studying at equivalent educational levels
Remarks:
- Any entrant can enter as an individual or as part of a team (a team of maximum up to 3 students). Each participant can only enrol in one division and submit one entry.
- If entrants form a team, all team members have to study at the same school and within the grades of the division.
Entry Requirements

The theme of the competition is 2021 Population Census. Some examples are given below for reference:
- “Let’s Support 2021 Population Census”
- “Online Census: Convenient, Secure and Green”
- “2021 Census: Provide Data for Hong Kong’s Future”
- “Call 18 2021 for enquiries or telephone interview”
- Both hand-drawn and computer-aided design are acceptable. Hand-drawn entry must be scanned into a digital file
- Format should be in .png, .jpg or .tiff
- Size should be in A3 (with at least 300 dpi)
- File size should be less than 10 MB
- To be submitted together with a title and a synopsis (no more than 100 words) in Chinese or English
Judging Criteria
- Content (Adherence to theme, accuracy of information)
- Creativity (Creative concept, presentation)
- Affective Impact (Ability to engage viewers)
- Aesthetics (Visual appeal)
Judging Process and Awards
Champion, 1st Runner-up, 2nd Runner-up and Distinguished Prizes
The judging panel will select a champion, two runners-up and distinguished prizes from each division. The awarded entrant/team will be awarded the following prizes:
Champion (1 individual/team) HK$2,000 and a trophy
1st Runner-up (1 individual/team) HK$1,500 and a trophy
2nd Runner-up (1 individual/team) HK$1,000 and a trophy
Distinguished Prize (3 individuals/teams) HK$500
Winners will also be awarded Certificates of Merit.
Most Liked Award
Finalist entries have been uploaded for online voting by the public. The entry with the highest number of votes will be awarded a “Most Liked Award” and receive a trophy.
The winning entries will be uploaded to this website, and will be displayed at roving exhibitions and at the MTR Station Art Gallery.
Most Supportive School Award
The school with the highest number of participants will be awarded the “Most Supportive School Award” and receive a trophy.

Participants are required to submit the entry file and a completed and signed application form (one per individual/team) through their school by one of the following methods:

Please mark “2021 Population Census Poster Design Competition for Primary School Students” on the envelope or in the subject field of the email. If the submission does not contain a completed and signed application form or entry file, the submission may be considered invalid. Late submissions will not be accepted (postal submission date shall be based on the postmark on the envelope, and the email submission date shall be based on the timestamp of the recipient’s email server).

Terms and Conditions
- Once an entry is submitted, it cannot be modified or replaced and will not be returned to the entrants.
- An entry should not contain any material that is obscene, violent, pornographic, defamatory, indecent and disparaging.
- Entrants must guarantee that their entries submitted have neither been openly shown or publicised or broadcast in any other media platforms; nor have been involved in any commercial activities or submitted for other competitions.
- An entry must be the original work of the entrant. If material like image, video or movie clips owned by a third party is used in an entry, the entrant must acquire written consent from the copyright owner. The organiser reserves the right to request written proof of these permissions from any entrant if necessary.
- Entrants should be responsible for the security and virus issues in relation to submitting and creating the entries. If virus is detected at the submitted file, the entry will be disqualified.
- Entrants shall understand and agree to grant and assign exclusively to the organiser all the intellectual property rights of the winning entries. The organiser has the right to display the entry content, title, synopsis and entrants' information in any form of media for demonstration, publication, exhibition, promotion or any non-commercial activities. The organiser also has the authority to edit, translate, adapt, use, copy and distribute, in whole or in part of the entries without any need for prior consent of or payment of fees to the entrants.
- The finalist entries, together with entrants' names, title and synopsis of the entries, will be posted for public viewing and voting at this website.
- The decisions of the organiser and the judging panel on the results of the competitions shall be final. In case of dispute, the decision of the organiser and the judging panel is final.
- Entrants are to abide by the organiser’s decision on all matters relating to the Competitions, which shall be final. This includes the right to interpret, amend, cancel or suspend the terms and conditions, prizes and other arrangements of the Competition without prior notice.
- All winners are required to provide his/her Hong Kong Identity Card, student ID card or any other valid documents for verification purposes.
- The right to receive a prize is non-assignable and non-transferable.
- By submitting an entry in the Competition, each entrant agrees to be bound by these terms and conditions. The organiser reserves the right to disqualify any entrant or retract any award from an entrant who it believes has breached any of these terms and conditions. No appeals will be entertained.

- To be submitted together with a title and a synopsis (no more than 100 words) in Chinese or English
